On May 2, 2019, Constance was the first German municipality to declare a climate emergency – almost 70 cities and municipalities have followed the example since then. Most recently Munich, where the Munich City Council declared a climate emergency on December 18, 2019. But what exactly does this type of emergency mean?

You are watching : which city doesn’t have an a in it

More and more places in Germany have already declared a climate emergency, most recently Munich. The exclamation is symbolic, but the cities recognize man-made climate change and promise more climate protection. Which German cities are participating – and which ones are opposed to the term “emergency”.

The participating cities publicly commit to taking measures against man-made climate change or to considering the possible effects on this in their council decisions.

Hannover. On May 2nd, 2019, Konstanz was the first German municipality to declare a climate emergency – almost 70 cities and municipalities have followed the example since then. Most recently Munich, where the Munich City Council declared a climate emergency on December 18, 2019. But what exactly does this type of emergency mean?

First of all, the term emergency is only symbolic, “climate emergency” is not a legal term and is not legally linked to any consequences. Thus, cities that declare a climate emergency have no special obligations. Rather, the urgency of the topic should be made clear

“Fridays for Future” as a trigger

Stimulated by the worldwide demonstrations for a better climate policy, many communities turned their backs Citizens, institutions and activists to the council politicians and still do to this day.

In the pioneering city of Konstanz and some other cities such as Leverkusen, Bonn or Erlangen, the decision went back to the local Fridays for Future groups.

In the meantime, there is already a discussion about whether the whole of Germany should declare a climate emergency – as is the case in France, Great Britain and Ireland. The Left Party campaigned for this, but the motion from the summer was rejected.

Berlin waives emergency

But the term emergency is also disturbing. Berlin, for example, wants to do without the state of emergency and instead declared a climate emergency on December 10th. The Senate rejects the term because it is associated with the emergency legislation in the Weimar Republic and the withdrawal of democratic rights, explained Berlin’s Governing Mayor Michael Müller.

Deeds should follow symbols

The symbols should also be followed by deeds. On the one hand, the participating cities publicly commit to taking measures against man-made climate change or to considering the possible effects on this in their council decisions. Some municipalities have already laid down further steps in the resolutions on the climate emergency. Konstanz, for example, decided to have the mobility management for the city and the energy management for municipal buildings checked.

In the course of the announcement, Munich decided to become climate-neutral by 2035 will. The administration should therefore develop a concrete action plan by mid-2020. In order to take a step in this direction, cycling was first promoted: the committee voted for the first concrete measures, including an old town cycle ring.

EU : First continent declares climate emergency

Not only German cities are currently declaring climate emergencies, other countries such as Australia and America are doing it too – and with Europe, a continent for the first time . At the end of November 2019, the European Parliament declared a climate emergency for Europe – giving top priority to the fight against climate change.

In the resolution, the parliamentarians called on the EU Commission, the member states and global actors to take immediate concrete action against climate change. In addition, the new EU Commission must assess all of its work on the consequences for the climate and the environment and compare it with the goal of limiting global warming to below 1.5 degrees.
